Contract No. and Title: OCB № W-OCB-1: Modernization of the Pravaya Vetka off-farm Canal, Nooken district, Jalal-Abad region, installation of an automated SCADA system and digitalization, comprising of 2 Lots

Deadline for Submission of Bids:  October 23, 2026 15:00 (Bishkek time)

 

1. The Kyrgyz Republic has received financing from the Asian Development Bank (ADB) toward the cost of Climate Change and Disaster Resilient Water Resources Sector Project – additional financing. Part of this financing will be used for payments under the Contracts named above. Bidding is open to Bidders from eligible source countries of ADB.

 

2. Bidders may bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

 

3. The Water Resources Services under the Ministry of the Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of OCB № W-OCB-1 Lot # 1: Monolithic reinforced concrete lining of part of the Pravaya Vetka Canal, which is located in the Bazar-Korgon district, L = 6 km., OCB № W-OCB-1 Lot # 2: Shaidan Vetka second-order Canal and Masy Canal in Nooken district, monolithic reinforced concrete lining, L = 10 km, increase in aqueduct throughput (“the Works”).

 

4. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.^[1]

 

5. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

 

Lot № 1

• Minimum average annual construction turnover of KGS 190,000,000.00 calculated as total certified payments received for contracts in progress or completed, within the last 3 years.
• Participation as a contractor, Joint Venture partner, or subcontractor, in at least one contract that has been satisfactorily completed between 1^st January 2020 and bid submission deadline, where the value of the Bidder’s participation exceeds KGS 220,000,000.00

 

Lot № 2

• Minimum average annual construction turnover of KGS 80,000,000.00 calculated as total certified payments received for contracts in progress or completed, within the last 3 years.
• Participation as a contractor, Joint Venture partner, or subcontractor, in at least one contract that has been satisfactorily completed between 1st January 2020 and bid submission deadline, where the value of the Bidder’s participation exceeds KGS 100,000,000.00.

7. To purchase the Bidding Document in English, eligible Bidders should
   • write to address above requesting the bidding documents for OCB № W-OCB-1: Modernization of the Pravaya Vetka off-farm Canal, Nooken district, Jalal-Abad region, installation of an automated SCADA system and digitalization, comprising of 2 Lots

8. Deliver your bid
   • to the address: 4A Toktonalieva Street, 3 floor mini conference room # 308, Bishkek, Kyrgyz Republic;
   • on or before the deadline: October 23, 2026 – 15:00 (Bishkek time); and
   • together with a Bid Security/Bid-Securing Declaration as described in the Bidding Document.

 

Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
